Atapi IDE Cdrom Driver Needed
My drive is a Pioneer 24x ATAPI/IDE but there is no specific controller for that branch in "Add new Hardware/Disk Controllers...", I go and search on Pioneer Meaning to say, don't let Windows install its drivers. Also check/change the setting from "Default" to "Both IDE Channels enabled" in the device manager.

Installing linux
My system has a 4X Backpack (external CD reader via parallel port installs its own 32-bit Win95 drivers), 32X Toshiba XM-6202B and Memorex CRW-1622, both of these are ATAPI/IDE. One thing to consider...your hard drives should use an IDE interface alone...they should never be sharing them with other drive devices.

CD ROM error
If on it's own port (I assume you have only 2 IDE devices) have you tried different master / slave settings? Have you tried a different cable? Did you install the ATAPI IDE driver from VIA - if so remove it. Use the latest VIA drivers - 4.25. Is the DMA box checked - if so try disabling it.
